Governments have developed various forms and phases of education cost reduction measures to achieve the SDGs. This paper aims to examine the comparative criteria and targets for international comparisons, with a particular focus on public finance for education. Using PRISMA, a meta-analysis method for literature reviews, this study extracted eight references from the literature database and examined the perspective and analytical framework for international comparisons. When conducting an international comparative analysis of education finance, it is necessary to set comparative standards with the following in mind: ( 1 ) focus on the dimensions of schools and individuals rather than on states and provinces; ( 2 ) look at the impact of funding patterns, especially performance-based funding, which is at the core of governance, ( 3 ) focus on indicators other than performance, and ( 4 ) design for group and \"otherness\" such as gender, ethnicity, and religion. The following are some of the critical points of this study. While the MDSD method (a method that identifies meaningful commonalities among comparable with as many differences as possible and explains the phenomenon on which the commonalities focus) is likely to help select countries for comparison, the issue is that this paper does not adequately discuss the selection of countries for international comparison.
